Re:   Letter Requesting Passage out of Los Angeles or New York to the Permanent Court of
Arbitration, Netherlands, in re Lance Paul Larsen vs. The Hawaiian Kingdom

Madame Secretary,

     I have the honour to inform you that the Arbitral Tribunal in the Lance Paul Larsen vs. the Hawaiian Kingdom (LA/HK), Permanent Court of Arbitration, has been duly constituted, with Prof. James Crawford, QC, (Australia) as Presiding Arbitrator, together with Prof. Christopher Greenwood, QC, (United Kingdom) and Mr. Gavan Grivith, QC (Australia). Memorials and Counter Memorials have been submitted to the Arbitrators, via the Permanent Court of Arbitration, and the parties are awaiting an order by the Tribunal establishing further procedures and the "timing of an oral hearing." Please find enclosed copies of Arbitrators' Communication No. 1 and 2 filed at the International Bureau of the Permanent Court of Arbitration.

     Referring to the oral hearings to be hereafter determined by the Arbitral Tribunal and the treaties between our two nations, the Government of the Hawaiian Kingdom respectfully requests the safe passage of (4) four Hawaiian subjects, who are parties to the arbitration, out of Los Angeles or New York enroute to Amsterdam, Netherlands, and their return to the same. The parties will be traveling to Los Angeles or New York from Honolulu, depending on flight availability. Each person will be carrying a Hawaiian Kingdom passport and a second identification card. The second identification will be a Hawaiian Kingdom voter registration card with a picture of the registered voter attached.

     The Agent for the Claimant, Ms. Ninia Parks, esquire, does travel under a U.S. passport and is not included in the following list. Also not included is our Acting Attorney General, who is serving as 2nd Deputy Agent for the Respondent. He is a Hawaiian denizen (dual citizen) and will be traveling under his U.S. passport. The following list are Hawaiian subjects and are on record at the Court as parties to the arbitration, which includes:

     Your urgent response to this request will be greatly appreciated in order for the Arbitral Tribunal to be apprised of the situation. Please feel free to contact the International Bureau of the Permanent Court of Arbitration for further inquiry into the status of the case.
