Dear Ninia:
As the appointing authority in this matter, I spoke to Phyllis Hamilton, Deputy Secretary General, last night. She stated that your client, Lance Paul Larsen, and the opposing side must both amend by agreement the Notice of Arbitration to cite the proper authority before we can officially proceed in this matter. Ms. Hamilton stated she would fax you a message to request that you recite the UNCITRAL rules to govern the proceedings. Apparently, the optional rules for arbitrating disputes between two parties on which only one is a state in inappropriate.
Once you have faxed the agreement to amend the Notice of Arbitration, thereafter Ms. Hamilton will contact our office to respond to our prior request for a listing of potential arbitrators with experience in international law disputes. We advised her that in addition to listing from New Zealand, Australia and Canada, that she also provide a listing of potential arbitrators from England.
The ball is in your court. My assignment is on hold until Ms. Hamilton receives word from you; then she can release the information that our office requested of her. Thank you for your kind attention.
