Dear Ninia:
I tried to contact Phyllis Hamilton, Deputy Secretary General, at the Permanent Court of Arbitration on November 23, 1999. She returned my call the following day but could not speak at length, and advised she would call me later.
As the appointing authority in this matter, I spoke to Phyllis Hamilton, Deputy Secretary General on Thursday, November 25, 1999. She stated that she received the Notice of Arbitration by fax. She agreed that we should make every effort to get someone with international law experience who is not a Hawaiian or U.S. national, and perhaps someone with some familiarity with Hawaiian history. She stated that she will check with her sources at the Hague on recommendations for suggested candidates from New Zealand, Australia, and Canada. She intends to call back next week on Thursday night on December 2, 1999, at 10:30 p.m. with a listing of names and resume backgrounds of potential candidates.
We will keep the parties posted as developments emerge. Thank you for your kind attention.
