   Re: Larsen v. Hawaiian Kingdom, Arbitral Proceedings Permanent Court of Arbitration

Dear Ms. Hamilton, Ninia and Keanu:

   This letter is being sent to advise Her Excellency and the parties herein that the appointing authority, in consultation with the parties, has constituted the panel of three arbitrators that will preside over these proceedings. Such arbitrators include James Crawford, Presiding Member of the Tribunal, Gavan Griffith and Christopher Greenwood.

   We are proud to announce the final appointment of such a distinguished team. The appointment of such individuals was based on the excellent qualifications and valuable expertise of such arbitrators in international disputes.

   The terms of appointment of all members include $US500 per hour for reading the documentation, time spent in consideration of the issues and in consultation with co-arbitrators, and $US3,500 per day for attendances on the arbitration for the same purposes, together with reimbursement of actual expenses to include travel, accomodation and communications.

   The fees and expenses payable will be disbursed from the funds on deposit at the Permanent Court of Arbitration at the direction of the Presiding Member of the Tribunal. Further deposits will be directed to be made as is required for the purposes of the arbitration to cover the ongoing costs of the Tribunal and of the arbitration.

   After the Tribunal has reviewed the Memorials and supporting documentation, the Presiding Member of the Tribunal will provide further instructions to the parties. The hearing date may be adjusted accordingly based on issues that may be raised by the Tribunal for the parties to address.

   We thank you for your kind attention to this matter.
