    We, the undersigned, acting for and on behalf of the Parties, have the honor to inform you that Mr. Lance Paul Larsen, Claimant, and the Government of the Hawaiian Kingdom, Respondent, have jointly decided to enter into a Special Agreement. Pursuant to paragraph 6 of the said Notice of Arbitration, the Special Agreement is hereby transmitted to you in order to enable the Permanent Court of Arbitration to facilitate the proceedings already in train.
